InterEnergy and Guyana Power & Light Sign Strategic Partnership to Modernize Guyana’s Electricity System

October 9, 2025

InterEnergy Group once again brings its internationally recognized operational excellence model to support Guyana’s energy and technological transformation.

Santo Domingo, October 9, 2025 – InterEnergy Group, a regional leader in power generation and distribution and in the development of clean, efficient and sustainable energy solutions, and Guyana Power & Light Inc. (GPL), Guyana’s electricity provider, have signed a strategic alliance to strengthen the country’s electrical infrastructure and advance toward a smarter, more reliable and modern power system.

The two-year agreement builds on a relationship that began in 2023 with President Irfaan Ali’s visit to CEPM’s facilities in Bávaro, where he had the opportunity to see firsthand the electricity management model that has positioned CEPM as an international benchmark. That experience sparked his interest in replicating the Dominican model in Guyana, leading, months later, to the signing of a Memorandum of Understanding (MoU), and now culminating in this landmark agreement. The partnership represents a decisive step in Guyana’s energy transformation by incorporating best practices in efficiency, technological innovation and local talent development.

CEPM: A World-Class Model Behind This Alliance

For more than 30 years, CEPM has transformed energy service in eastern Dominican Republic, powering the country’s leading tourism destination with reliable, modern and sustainable energy. It is the only electricity distributor in the country with 100% of its customers connected to smart grids since 2014, and it maintains a loss rate of just 3.23%, system availability of 99.92%, and service quality indicators comparable to those of the world’s leading utilities.

These results reflect not only efficiency, but also a culture of innovation that has made CEPM a model now inspiring the entire region.

This leadership was recently recognized once again by the Regional Energy Integration Commission (CIER), which ranked CEPM among the top three best electricity distribution companies in Latin America, highlighting its operational excellence, service quality and commitment to technological innovation. The recognition is a source of pride for the Dominican Republic and demonstrates how Dominican talent and innovation are setting the standard across Latin America and the Caribbean.

An Agreement to Modernize Infrastructure, Strengthen Local Capabilities and Drive Transformation

Under the terms of the contract, InterEnergy will provide GPL with its proven technical, managerial and innovation expertise through project management and supervision, technical advisory services, collaboration in the analysis of expansion plans, and knowledge transfer through technical reports, specialized documentation and access to international experts.

Its strategic guidance on the integration of smart technologies will help optimize system monitoring, improve outage response and reduce operating costs, supporting a transition toward more reliable, affordable and sustainable energy for all Guyanese citizens.

The project will support the implementation of GPL’s US$422 million electricity infrastructure expansion program, the most ambitious in the company’s history. Its approach will ensure the retention, strengthening and empowerment of local personnel, promoting advanced training and skills development to operate one of the most modern electricity systems in the Caribbean.

An Alliance with a Regional Vision

This alliance comes at a time of unprecedented economic growth in Guyana, currently the fastest-growing economy in the world. The country is rich in resources, including oil and gas reserves, vast fertile lands and abundant freshwater, positioning it as a strategic destination for sustainable energy investments and cutting-edge infrastructure development. These strengths reinforce the value of partnering with InterEnergy by providing an ideal environment for technology transfer, innovation and local capacity building in the electricity sector.

InterEnergy has demonstrated its ability to transform energy management across the region. Today, its smart systems—designed and developed in the Dominican Republic—serve as commercial management platforms in countries such as Chile and Aruba, serving millions of users through real-time monitoring and control solutions. This experience is complemented by technical advisory and collaboration projects in Costa Rica and Colombia, as well as commercial management services for institutional clients in the Dominican Republic, including CAASD, Grupo Puntacana and Cap Cana, consolidating a Dominican model that is already positively impacting more than five million people across Latin America and the Caribbean.

“We are proud to export our energy expertise across the Caribbean and Latin America. What we have achieved through CEPM has created a model of operational and technological excellence that we are now placing at the service of Guyana. Our commitment is to deliver reliable and efficient electricity systems aligned with the highest international standards, helping advance the sustainable development of Guyana and the region as a whole,” said Óscar San Martín, Corporate Vice President of New Business at InterEnergy Group.

For its part, Guyana Power & Light Inc. highlighted that the selection of InterEnergy was based on its proven leadership in managing efficient and modern electricity systems.

“We appreciate InterEnergy’s willingness to work closely with Guyana Power & Light. This was a rigorous negotiation process, and the contract reflects the best interests of both parties. I look forward to seeing the partnership between GPL and InterEnergy over the next two years translate into tangible improvements in the electricity sector,” said Guyana’s Minister of Public Works and Aviation, Deodat Indar.

An Alliance Backed by Strong Diplomatic and Institutional Support

This initiative, supported by the Embassy of the Dominican Republic in Georgetown and the Guyana–Dominican Republic Bilateral Chamber of Commerce, strengthens the economic and energy ties between both countries and demonstrates the Dominican Republic’s ability to develop and export world-class innovative solutions.
